DeleteYou need to complete all the additional mission to found Fourth Hokage at Hokage Rooftop Mansion. And plus you can get Orochimaru and Both Sasuke (Classic and Normal) too.
Deleteyou have to complete the chamber of darkness black and white chapter then defeat all other wooden dolls then go to hokage's mansion rooftop there will be 4th hokage wooden dool
